   A magician can harm his or her enemies with a blast of ice, damage 
depending on level of caster.  Powerful bursts of cold may chill the 
victim to their core, slowing down their movements for a short
duration.

   Effect:
      Damage: 3 * level + 10
      Speed: +1 - Save Fortitude for no Effect

   Duration:
      2 combat rounds

   Example:
      Level 10 - Failed Fortitude Save:
         Effect:
            Damage: 40
            Speed: +1
         Duration:
            2 combat rounds
