   The haste spell makes the target fast.  He or she gets roughly 25% more
attacks, and have a noticeable speed increase in many other activities.  These
effects last from 3 to 8 mud hours depending on the level of the caster and
the constitution of the target.  The effects of the haste spell may not be
combined with those of trance.

   Effect:
      Speed: -5 (25%)

   Duration:
      level * 1 hour / 4 * target endurance * 1 hour / 3
      when = L1 * MUD_HOUR / 4 + END (vict) * MUD_HOUR / 3;

   Example:
      Level 10 - Target Endurance 13:
         Effect:
            Speed: -5
         Duration:
            (10 / 4) + (13 / 3) = 2 + 4 = 6 hours
