Reeling is the brief, dizzy aftermath of being stunned. The moment a stun
lands, the victim begins to steady itself, and for a short while afterward it
cannot be stunned again.

   How long it lasts -- and how many stuns it shrugs off -- depends on the
creature's wits:

   Mindless (oozes, husks, constructs)  never steady; stun them without end.
   Dull beasts                          shrug off the third stun.
   Ordinary foes                        shrug off the second stun.
   Cunning and brilliant enemies        steady after a single stun.

   A stun refused this way is not a missed save -- the foe is simply "steadied"
for the moment, and chaining stuns on a tough enemy no longer locks it down
indefinitely. Watch the ~R field in your prompt: a foe reads "reeling" while it
is still vulnerable and "steadied" once it cannot be stunned again.

   Affected sources: Concussive Strike, Neural Spike, Psychic Hemorrhage, Ice
Strike, and Screech. Paralysis is a separate effect and is not governed by
